Job Description

The Senior Trade Compliance Analyst is responsible for supporting and assisting export and/or import activities with oversight and direction from the Global Trade Compliance Manager. Responsibilities include but are not limited to: Overseeing customs, product classification and standardization globally. Risk assessment, development, and implementation of compliance procedures, and the management of recordkeeping systems. This role also requires coordination with business partners, freight forwarders, customs brokers, and various internal departments.

Responsibilities:

  • Work with internal product groups and external suppliers to obtain information needed to confirm Harmonized Tariff System (HTSUS) classifications.
  • Perform review and update of product for standardization under the World Customs Organization(WCO), HS Classification Rules.
  • Work closely with freight forwarders, Customs brokers, and the Legal Department regarding classification, duty rates and documentation for and import entries export declarations.
  • Work with Global Sourcing team manufacturers to obtain proper information for reporting U.S. Customs information.
  • Utilize the Automated Commercial Environment (ACE) system to access U.S. Customs and Border Protection (CBP) data on imports and Exports.
  • Support business segments in maintaining overall compliance with data integration and analytics capabilities to identify opportunities for continual improvement.
  • Use data analytics to advise on product moves to minimize tariff and duty spend.
  • Assist with global Customs reconciliation processes.
  • Prepare and review requirements for government programs; Customs Trade Partnership against Terrorism (C-TPAT), Importer Self-Assessment (ISA), Automated Commercial Environment (ACE), and future Free Trade Zone (FTZ) opportunities.
  • Prepare licenses, permits, and other necessary international documents.
  • Assist with the creation and execution of annual Certificates of Origin to customers.
  • Process and validate import and export shipping documentation for ad-hoc and other manual shipments.
  • Monitor and update Trade Compliance Department recordkeeping.
  • Coordinate shipments with freight forwarders, customs brokers, suppliers, and customers when needed.
  • Monitor and update key industry developments, legislation and regulatory changes that could affect business.

Qualifications:

  • US.: Solid knowledge of US Customs, Harmonized Tariff Schedule (HTS) classification, explanatory notes, rulings and court cases, and custom valuation rules. ECCN classification determination. Familiarity with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), along with knowledge of sanctions, embargos, and anti-boycott regulations set forth and administered by the Office of Foreign Assets Control (OFAC), and the Foreign Trade Regulations (FTR).
  • Non-U.S.: Familiarity with international trade organizations, country specific regulatory requirements, re-export, deemed exports, and transshipments.
  • Ability to prepare and review international shipping documents such as commercial invoice, packing list, air waybill, and export license; including consignee information, INCOTERMS, harmonized tariff code and nomenclature, country of origin, customs value, export classification, and license data.
  • Experience in drafting formal customs correspondence.
  • Has experience in performing risk assessments in trade compliance and implemented process changes and/or controls responding to assessment outcomes
  • Strong computer skills including ability to extract and analyze data from Enterprise Resource Planning (ERP) information systems (BPCS/AS400 and/or M3 preferred).
  • Experience leveraging technology to drive process improvements and risk mitigation.
  • Ability for infrequent travel, domestic and international.

Education/Previous Experience Requirements:

  • A 4-year degree from an accredited college or university is preferred (or equivalent experience).
  • A minimum of 3 years duty drawback experience as a customs broker, industry trade specialist, or import specialist.
  • Experience with trade compliance information systems.
  • A minimum of 10 years’ experience with export and/or import regulatory compliance.
  • A minimum of 10 years’ experience with international business transactions and shipping documents.
  • Knowledge of using Enterprise Resource Planning (ERP) information systems to perform business analysis and transactions.
